Analysis “Support to inclusion of Roma students in (dual) secondary vocational education - experiences from project implementation”

Within the project “Promotion of Dual Vocational Education and Training (VET) among Roma and Supporting the Inclusion of Roma Students in (Dual) VET”, NGO Praxis prepared the analysis “Support to inclusion of Roma students in (dual) secondary vocational education - experiences from project implementation”

In the period from 15 March 2017 to 30 November 2019, Praxis implemented this project funded by German Federal Ministry for Economic Cooperation and Development (BMZ). It was part of the larger project, “Reform of Vocational Education and Training in Serbia”, also funded by BMZ and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and Ministry of Education, Science and Technological Development of the Republic of Serbia.

Ten years after the introduction of inclusive education in Serbia, a significant number of Roma children still encounter a series of obstacles in accessing the right to education and most often do not find a way to overcome them and get involved in the process.

The analysis “Support to inclusion of Roma students in (dual) secondary vocational education - experiences from project implementation” provides a brief overview of the activities implemented over the course of three years aimed at informing and advising, as well as supporting the inclusion of members of the Roma national minority in secondary schools, in particular into secondary vocational schools and educational profiles according to dual model.

In addition, the analysis also summarizes the main challenges of Roma students in the education system in Serbia, especially those occurring during transiting from primary to secondary education. The analysis also presents the achievements of Roma students in secondary vocational education through data obtained through research which included three generations of students.

The above-mentioned challenges were defined on the basis of information obtained from representatives of educational institutions, Roma CSOs and activists, but also from Roma children and parents, and the findings obtained through monitoring the implementation of education policies.

At the same time, the analysis offers recommendations for improving the position of Roma students in the education system, especially with reference to ensuring access to quality education to all under equal conditions, without discrimination.
