Registration of permanent residence is a precondition for obtaining an ID card and accessing almost all rights in Serbia. Recent legislative changes have enabled the registration of permanent residence for persons who were not able to fulfil the conditions because they did not possess proof of legal housing. This problem disproportionately affects persons of Roma ethnicity who live in informal settlements. Unforutnately, this legislative change does not apply to internally displaced persons from Kosovo who have their permanent residence registered in Kosovo, but who now live in informal settlements. They are not able to register permanent or temporary residence in the place where they actually live and thus remain without access to basic rights.
